Usually in some limited sense.  Context is all.  Not just the report itself, 
but also the choice of topic to be reported on and the prominence and timing 
given that coverage carry their own messages of course.  The NYT is a 
must-read pub, but you get as least as much value from reading between its 
lines as you do from reading the lines themselves.
