If you refuse, you will be cut off the dole. The dole is conditional on accepting any job offer, so long as the job pays award wages. With award wages being replaced by the new minimal conditions, the dole will then become conditional on accepting any job, even one that with sub-standard conditions.

So the conjunction of these two changes are no co-incidence.
