With the SVN regime overthrown (due, in the final analysis in the last period due to the NVA than NLF, sidelined) the costs and any potential benefit to the USG close to nothing.

Sure Guantanimo, due the Platt Amendment (no?) is an infringement to say the least on Cuban sovereignity, but, with the Cuban people organized in popular militias hard to see it as an offensive launching pad.
