I sincerely doubt. This would kill international trade, the lifeblood of capitalism. A more likely scenario is denial or minimizing of the problem and business as usual (just as with global warming), and limited and localized efforts (including short term quarantine) where things really get out of hand.
Besides, modern world is too porous for any large-scale quarantine to work.
