Looks a lot like the middle of Tampa.

Somewhat less sharp contrast than what I saw the one time my company sent me to Washington D.C. to study a computer program. I got a hotel room downtown, saw the Library of Congress and the National Museum of Art and the Vietnam Wall and said hello to the lady running NOW and some congressmen who were talking into the teevee cameras, etc., etc. Nights I walked. One place this bouncer told me to get off the sidewalk (which I bet you twenny dolla, is inside a public right-of-way) in front of his club. One spot I passed a row of shiny brand-new upscale-looking townhouses, new asphalt and pavers out front, then not fifteen blocks later there were no lights coming from any of the buildings and all the windows were boarded up and painted black, and I smelled crack smoke out the alley down and to my left, which made my hair stand on end so I got right the Hell out of there.
