Hmmm, that seems to show some resemblance to Bush's scripted blunders.
Could it be another "scripted blunder" to demonstrate incompetence of
federal bureaucracy from which Our Saviour Bush will then promise to deliver
the nation?  That trope sells unusually well with the American sheeple, so
why not exploiting it for the political advantage of the Single Party in
Power?
