I was watching "Chelovek iz Melmaka" (that is "The Man from Melmak," that is, ALF) on Russian TV last night and realized who Kadyrov looks like -- ALF!

All reasons that could lead to new hotbeds of tension in Chechnya have been eliminated, Chechen Prime Minister Ramzan Kadyrov told Interfax in Grozny on Friday.

"I am telling you with all responsibility that there will never be any new armed conflicts on Chechen territory," Kadyrov said.

All Chechen residents, "young and old, are busy rebuilding their homeland today," he said.

"Construction work is underway for numerous apartment blocks and industrial plants, and thousands of people are engaged in restoration virtually on every street," Kadyrov said.

"There can't be more vivid evidence that the Chechen people want peace and believe that the war has ended," Kadyrov said.

"Only two years ago, people were not very enthusiastic about building new facilities because terrorist attacks, assaults by law enforcement officers, and murders of officials happened sporadically," he said.

Commenting on recent reports in a number of central media outlets that Chechnya is facing a new war, Kadyrov said, "Behind these fabrications are people who have gotten used to making money on war and who are eager to see a war, but this is nothing but wishful thinking."

"I am surprised that these fabrications, behind which absolutely irresponsible people stand, are circulated by central media, which are in so doing fuelling tensions and are trying to sow uncertainty in people," Kadyrov said.
