Russia has retained this system pretty much unchanged.

Interestingly, there are about twice as many people enrolled in institutions of higher learning in Russia today as in 1989 (the last Soviet census). I think this is mainly because income is more tied to educational level (or at least to having a diploma) than it was in Soviet days.
