I goofed a but on my information on the Uzbek pogroms -- it was in 1989, not 1991. There were so many pogroms and ethnic clashes in the last years of the USSR that it's hard to keep them all straight.
I really know little about Turkey. I do know that there is strong support for the a mythologized version of the Chechen "liberation movement" in Turkey from Islamists and people who dream of a new pan-Turkic empire that would in thwory stretch all the way over to Kazakhstan.
Russia is definitely trying to use its sizeable Muslim population to act as a bridge between the "Muslim world" and "the West." As the article alludes to, Russia is attempting to join the Organisation of Islamic the Conference. If that were to happen, I think Rusia would be the only member with a non-Muslim-majority population.
