Chris, the half-life of polonium is like 130 days.  If you want it to be
radioactive enough to do what it did to Litvinenko, then you need it to be
fresh out the reactor.

(also, you would need to buy like half a million quid's worth of these brushes,
which would probably show up somewhere).

I hope that Charles B is noting that the tables have been turned here with
regard to the usual treatment of conspiracy theories.  We are the rational ones
this time, making the simple assumption that this was a case of state murder. 
All the rational, level-headed non-conspiracy types are scrambling around for
bizarre possibilities about smoke detectors.  I have a collection of little
sermons about Occam's Razor that have been made to me over the years.
