Calling it a law overstates the strength of its claim, I think. I'd
call it a rule of thumb--and there's a limit to how much longer it'll
be useful.
I'd also put what you've said this way: Moore's Law enables rather
quick obsolescence. That's a technical observation--mandates fall into
the political and economic realm.
