Hey, what about what it was worth AFTER the development was proposed? If BigBoxCo wants to make a killing by using the prime real estate they have their eye on, why not make 'em pay for it? I guess they already bought the goons who do the kicking out (aka your so-called elected officials), so why should they have to pay twice?
