Actually, what should happen is that the city buys the land at the value BEFORE the development is proposed, makes the zoning changes that make the land more valuable, then sell the land to the Big Box store at the higher price.
In good Henry George manner, the social increase in value of the property should not go to any private owner but to the public at large.
