Yeah, isn't that curious. It's like a mental block of sorts - you either have to be a rightwing populist covering for big capital or a good liberal friend of city planners. Never mind that much city planning is done by and for local real estate elites - esp in big cities where big dollars are at stake. The Economic Development Corp in New York is nominally public (and has the power to condemn), but its head is chosen by the New York City Partnership, a Wall Street-real estate consortium. I'm sure similar things prevail elsewhere.
