I suppose not, but Perle, Feith etc, were never literally in charge;
they just sent the memo, right? I guess that begs the question: who IS
in charge? Rummy? Rice? The Veep? We know for sure Dubya isn't; he is
in bed every night by ten (or was that nine?).
