Well, yeah, but the particular gang of vicious cretins that planned this war were a bunch of know-nothings who thought they were know-it-alls and they fucked up bigtime. And they don't really have a Plan B, as you put it.
It makes no sense for them to foment a civil war, either. It further discredits their idiotic enterprise, it threatens to widen the war beyond Iraq, and it could drive oil to $200. Not even Rumsfeld would see those as good news.
