For personal property, such proposals make sense. Any homeowner or owner-proprietor should get a premium in compensation for the costs of relocation, although no premium should go to corporate landowners for merely controlling potentially prime real estate. Henry George wouldn't want to compensate people for sitting on land for speculative purposes.
