Yes. Funny thing, Puerto Rico gets it's V.A. money directly, to be disbursed by the territorial government, as opposed to federally operated V.A. in the states.

It was noted a few months back that someone in the PR government saw the allotment, and stated, if the funding were normally allocated, there must be many more PR soldiers wounded in Iraq than the casualty count numbers tell.
