I'm not sure, because I'm not sure what decentralization means. To me it doesn't indicate the abolition of the state but some amelioration and diffusion of its macro structures. I suppose this could provide substantive hinderances to a few components of its power--its ability to control the war machine, for instance, or to regulate the financial sector--but that doesn't seem enough to me to bypass its border-drawing mechanisms. Am I wrong about this or missing something?
