Herbert Hupka, former chairman of the Landsmannschaft Schlesien, formulated it so in 1984:
"The German empire continues to exist [...] East Germany includes not only East Germany beyond the Oder and Neisse, the parts of the German empire currently under Polish and Soviet domination, but also the Sudetenland and German settlement territories between the Baltic sea and the black sea."
At the 2001 conference of this group, former Interior Minister Otto Schilly angered the attendees by daring to suggest that the expulsion of ethnic Germans was a result of German aggression.
