A red herring. Not even Daniel Jonah Goldhagen is an advocate of something called "Collective Guilt."
I think this term is just thrown around by everyone uncomfortable with the notion that the NSDAP enjoyed the support of large numbers of the German population, and was not just a tool of "the most reactionary section of finance capital."
