Yes, but this editorial doesn't quite come out in favor of single-payor, does it? I think that what TNR is saying may be compatible with the sort of thing that people like Ed Rendell have proposed: "catastrophic" coverage for everyone, but you're still pretty much on your own until you hit a pretty high deductible. Notice they say "universal health insurance," a variant on another euphemism -- "universal coverage" -- which is deliberately designed so that the person who uses it does not commit himself to a single-payor position.
