No, it's also knowledge and strategy around moving public opinion in conjunction with those legislative possibilities. Legislation is not an alternative to movement building; it's done in conjunction with it in most cases. The Civil Rights movement grew and expanded in conjunction with a range of legislation, which never could have been passed without the movement, yet itself created new tools for the movement to fight the next round.

But enough-- I'm taking an LBO writing fast vow to concentrate on supporting all the useless legislation and talking to all the useless people doing useless day-to-day political work.
