The Holocaust Museum started it's Chechnya Genocide Watch back in 2000 (i think), just months after the start of the war. There was no evidence of genocide at all, and half the Chechens were fighting on the Russian side (like the city of Gudermes, for instance). The thinking seems to have been something like, well, they're Russians and so inherently barbaric, so we have to keep a real close eye on them. It was weird.
