They could spend the cash on consumption, no? The East Asian semi-periphery has close to a billion people, while the Euro semi-periphery (Eastern Europe, urban Maghreb, plus Turkey and Russia) has around 500 million people. Both are growing fast. That's a huge source of potential demand.
