And that really is the key. There should be no exemptions. Exemptions ruin the concept of a draft. Also, a tweak should be added so that the draft is geographically balanced among the rural, the suburban and the urban. Unless citizens are confronted with the possibility of deep and personal losses, imperial/foreign/overseas with run by the elite and fought by a warrior class will be inevitable.
We will also see a huge increase in the size of the queer population.
