To be fair, he isn't arguing all nations should have states, just that all self-identifying nations should be entitled to have their own state if they want it. Even if they choose to locate it somewhere already occupied by another nation. Like for instance the Dagestanis from the side of the hill take it into their head that they'd like their own nation to comprise present day Tokyo and all the residents of that city should live according to the rules laid down by the Dagestanis from the side of the hill.

According to the Angel, anyone who then dared to speak out against these unambiguously legitimate aspirations of the Dagestanis from the side of the hill must, by definition, be bigoted anti-dagestanis.
