Doug,

I think you mean that New Jersey would be the first state in quite a long time to repeal capital punishment, not the first state ever. In the late 19th and early 20th centuries quite a number of states repealed capital punishment. My own state, Massachusetts, abolished capital punishment back in the 1970s and that repeal has held up despite numerous attempts to reinstate it.
