Again I agree. 2008 is going to be a tough year. Russia and China will not make life for the US easy. Russia can actually, and probably will, screw with the US on Kosovo, arms treaties, use of the US dollar, WTO, Iran, and other issues. And there will be little the US can do about it. Washington lost Russia years ago and Russia has no reason to give a heck any more.

They can do pretty much what they want to, regardless of whatever Washington would like. They're developing their own investment regions and spheres of influence. The U.S. is far from a has-been, but Carrol's image of unchecked U.S. imperial power is looking a little obsolete.
