Yes, yes, yes. That part of the story is really incredible, but true. And it's not just the programmers. I (tech writer) am, right now, using an authoring system (fancy word processor) which is several generations old and with which I must battle every day to get my work done. What do I do? Generally, I use another word processor to write and then cut/paste into the one I'm supposed to be using.
Does management care? No.
