-- agreed that revoking registration is only as effective as there are
people/institutons willing to do something about it, which gets even more
messed up in transnational context: but essentially the same is true of any
law, rule, moral or even proposition, I suspect. Mexican labour laws are
among the best on the planet. The U.S. constitution guarantees the right to
vote (but not have it counted). Not sure the point gets us much farther.
