Democratic leaders in Congress said they had dropped their demand for union bargaining rights for airport screeners in the hope of reviving antiterrorism legislation that had stalled because of a presidential veto threat. Senator Harry Reid, Democrat of Nevada and the majority leader, made the announcement on the Senate floor, saying he and Speaker Nancy Pelosi had agreed to the change. Mr. Reid called for House and Senate negotiators to begin reconciling bills passed earlier this year to carry out recommendations of the bipartisan Sept. 11 commission for improved security for planes, trains, buses and trucks. Many airport screeners already belong to a union, the American Federation of Government Employees, but they do not have the right to bargain collectively.
