The men's room in my building (IT and Facilities Management on the
corporate campus of a $3B manufacturing company) frequently has all 3
stalls full of unflushed feces.  We've had emails circulate ("Attention
men!  Please flush the toilets after use!") which don't seem to
resolve the situation.  Piles of soiled paper towels are frequently
found on the floor near the door which resulted in a sign ("Please put
waste in the trash!").

I have no idea why this is so, but I've been told various racist
theories: the predominately latino cleaning crew, or maybe the Indian
contractors, are responsible.
