It's not unusual to do less than ten percent of your time. Put it this way. Sometimes people charged in LA County are given a choice between home confinement with electronic monitoring, which Hilton will now have to do, and going to jail. A lot of people choose jail because they know they'll be out in less time than they would have to spend wearing a bracelet.
Again, I don't think the real issue is Hilton getting out early. It's the overcrowding that makes early release routine.
