The ideological state apparatus has to keep all options open. If the U.S. watchdog in the region ever ceases to serve Washington's advantage, and instead becomes a liability, then it will need to turn the knob higher in order to incite the proper anti-semitic mood.
But for now, the inherent anti-semitism of generalized commodity production is kept alive by keeping the stove simmering.
Israel's subservience to Washington is the best of both worlds at this point in time. The U.S. has a loyal, subservient ally in a region where a large part of the population understands the interests of the American state to be diametrically opposed to its own, but at the same time, the convenient mystification of a U.S. subservience to "Zionism" offers a useful channel for potential dissent.
