Counter-recruitment work can be done only by those living in the area. I really can't imagine a greater waste of effort than for someone who hasn't lived there for 25 years or so to Some small town to do counter-recruitment work. In the first place, though the _totals_ may be large, the number of recruits in any one small town would be minuscule. And the work has to be done _inside_ the schools, not outside the recruiting office, in smaller towns, preferably by members of the local PTA.
