That's a very good question. The WHO stats for Iran are almost implausibly low:

Iran's are less than 2% the unweighted global average. In a country where suicide is deeply frowned upon, the temptations to misclass them must be enormous. Other predominantly Muslim countries are higher, but still implausibly low.
