No we aren't, because the responsible party isn't our government per se, or even a specific leader. The problem is US monopoly capitalism, an entire system of production, consumption and domination. That is what is ultimately responsible for what historians will call the 16-year long Iraqicide (first bombs, then sanctions, then more bombs).
But fear not, payback is on the way. Asia/Eurocapital is kicking the *?#$ out of the Empire, and retribution will be exacted. The reparations process is called permanently higher energy prices. A literally and figuratively crude sort of justice.
