I'm not so sure of that. Reagan's diaries aren't exactly Minima Moralia, but what I've seen aren't moronic either. He really impressed people like Walter Wriston, who were skeptical at first.

Depends on what you mean by finish. You could also read Bush as the decadence of the conservative movement, now almost 30 years into its political dominance.
