Presidents are neither neither intelligent nor unintelligent. One can
only judge The Administration as a whole. The president's own personal
comptence or incompetence seldom shows, and attempts to judge it are
probably usually wrong, often hugely wrong. I would say this is true
even of the more famous (and positively judged) administrations -- e.g.,
those of Lincoln & FDR.
But one kind of stupidity is quite clear: the stupidity of focusing on
the president as a person rather than on his/her policies.
