[WS:] I think he answered that question - transaction of cost of collection, much lower for general taxes, which makes the general fund dollar travel farther than a user fee dollar.

What he did not answer is the principle on which he decides which cost is internalized and which is not. He says that subway shouled be free byt I presume he does not want commuter trains or airlines to be free. On what grounds? I do not think transaction cost will do, since fare collection bears simnilar transation cost in all these cases.
