Good question. First, the employees in question are all public sector, so the NLRB doesn't apply. Second, in Arizona, the quintessential 'right to work' state, there seems to be no right of public sector workers to collectively bargain, at least according to the article. So is it raiding? It certainly is union vs union competition over the membership dues dollar. SR
