Why should they want legitimacy as a true mechanism of transition? They want legitimacy in the eyes of the people (Mexican and Venezuelan poor people, for instance) they represent, not those of Western intellectuals. I imagine your average person in a Venezuelan sum does not care about transitioning to socialism or whatever -- he/she wants a higher standard of living.
