Maybe. But smart hasn't worked in those earlier empires you recall.

Seems like the people still follow the priests, and the priests are tax exempt.

Would it be smart for smart people to create a secular conception of a greater power that makes sense to common (auto mechanic) minds, that they can see the sense in following (social guidelines)? By doing so the smart people would have a public voice. It could be a backup plan in case FSTV (hush)
