BHO is not running the Gov yet, so I don't know how the Poles could make such a statement. I wouldn't take it at face value. The best face I would put on it is that it's a tradable good. Since it isn't necessary, it's worth giving up for getting something useful from the Russkies.

If true it's one of BHO's worst commitments, no argument there, and during the campaign he did express support for building a system that doesn't even work.
