Some teachers will make a lot more money; many more senior teachers will lose their jobs. They will be replaced with inexperienced teachers who will be paid a lot less, thus subsidizing the transfer of $$ to the few winners. As this reflects general social and economic trends, it will appear rational and efficient.
It's interesting how hierarchies in the trades served to unify workers and promote craftsmanship in a natural economy; and how it mainly serves to divide the working class in this system. Moreover, tying "performance" to "test scores" will serve to further justify the testing regime and to motivate teachers to avoid those students who need them the most.
Tonight I started thinking about writing a book called "College or Death" -- to expose the "degree or your life" scam; and maybe to start a movement away from the Stakhanovite educational system that starts practically everyone off on a life of debt peonage.
