Actually, I agree with you and have argued as much elsewhere. I should have used the term "rising power" rather than "hegemonic leader." In any event, if Chinese elites think that China's ecology (especially its urban ecology) can absorb mass automobiling, they've got another thing coming. (Of course, not all cadres have bought into this.) It's a recipe for disaster, no matter how big or moderate China's ambitions.
