Here is a story about prison systems in the US, with a focus on
California's nightmare world. Outsourcing prisoners to out of state
facilities is now a whole free market system distributed around the
country. Each state system and the private prison systems compete in the
prisoner market. 

Read down to bit where some rightwing Republican senator wants to
Gitmo's guys in his state facility because the US government will pay
better than say California for its prisoners. Amazingly nasty free
market stuff.
