The story says: "In addition to over-bidding, the state lost out on California's business because Standish is 150 miles from a medical facility capable of meeting California's strict prisoner treatment guidelines, Unger said."

This makes California's guidelines sound like a good thing. But if California could meet those guidelines it wouldn't be outsourcing. The state department of corrections is now under federal mandate to do something about overcrowding.
