I think it's more simple than that: a lot of people were involved, and they still are. If you go forward with an investigation, who has the most to lose? That's right: Obama. Because it will call into question the legitimacy of everything done since he took over, and this gets worse the longer it goes on.

I believe that Obama would believe that the issue is best handled "internally" and not publically. That way he also gets to pick and choose which pieces get strengthened and which get weakened.

If you're looking for Obama to be Woodward & Bernstein, you're going to wait a long time.
